You're wrong, Randy. It is a maple leaf, but it's not the Canadian emblem. That's the logo of the New York City Department of Parks and Recreation, which means eddy is probably right.

I suppose this could be anywhere, but it looks to me like it’s Washington Square Park in NYC (the reddish building in the back is NYU’s Bobst Library). I’ve been ticketed for riding in WS, a $50 fine that I went to court to fight – and lost. Curse you, NYC Parks Department!
